Fourth Annual Carter County Substance Abuse Memorial

The Carter County Substance Abuse Memorial acknowledges those who have lost their lives to substance abuse and provides community support to residents who have lost family or friends. Free food and drinks will be served; there will be drawings for prizes, music, and a candlelight vigil.
